New Library Building Project Update – 2026

A New Library for Wollaston

On December 9, 2025, the Wollaston Public Library Board presented Wollaston Township Council with a proposal to partner on the construction of a new library facility at 5477 Centre Street in Coe Hill. The Township-owned property is located beside the municipal playground and Fire Hall.

Council subsequently rescinded its previous decision to declare the property surplus and agreed to work with the Library Board on a partnership to explore the development of a new library on the site.

Proposed Library Project

The Library Board is proposing the construction of a modern, accessible, and energy-efficient 2,000-square-foot library on Township-owned land at 5477 Centre Street.

Key elements of the proposal include:

  • The Township will retain ownership of the land.
  • The Library Board will lead fundraising efforts, including grant applications, donations, and community fundraising initiatives.
  • Upon completion, ownership of the building will transfer to the Township.
  • The Township’s financial contribution is expected to be limited to legal costs and in-kind staff support.
  • Estimated project costs range from $593,630 (based on $200 per sq. ft.) to $823,630 (based on $300 per sq. ft.).
  • Estimates include design, engineering, permits, site servicing, energy-efficiency features, and a 15% contingency allowance.
  • Final project costs will be determined during the planning and design stages.

Why a New Library is Needed

The current library facility no longer meets the community’s needs because:

  • The building is undersized and outdated.
  • There are no washroom facilities or running water.
  • The building does not meet current accessibility standards.
  • Energy efficiency is limited.
  • Demand for library programs, services, and community gathering space continues to grow.

Features of the Proposed New Library

The new facility is designed to better serve residents of all ages and abilities, with features that include:

  • A fully accessible washroom with a diaper-changing station.
  • Dedicated children’s and reading areas.
  • Flexible meeting and program space.
  • Modern heating, cooling, lighting, and technology systems.
  • Energy-efficient building design.
  • Convenient access to adjacent outdoor community space within the municipal park.

Benefits to the Community

The new library will provide:

  • Expanded programming opportunities for children, youth, adults, and seniors.
  • A welcoming space for learning, recreation, and community connection.
  • Improved access to technology, information, and resources.
  • Space for community organizations, local services, and business partnerships.

Memorandum of Understanding Signed

On March 10, 2026, Wollaston Township Council and the Wollaston Public Library Board signed a Memorandum of Understanding (MOU) to support the next phase of the project.

The MOU confirms the Township’s support for the Library Board to pursue grants and other external funding opportunities.

The agreement also acknowledges that:

  • No construction, site alterations, or financial commitments may proceed without all required municipal approvals.
  • Formal agreements must be approved and executed before the project can move forward.
  • The Library Board will keep the Township informed of major funding applications, funding decisions, and any significant changes to the project.

The MOU serves as a statement of good faith and shared intent that can accompany grant and funding applications.

Importantly, the MOU:

  • Confirms the Township’s awareness of and support for the project in principle.
  • Does not create a legally binding agreement regarding construction, land use, or financing.
  • Does not establish any financial, legal, or contractual obligations for either party unless formal agreements are approved and executed.
